The ways by which technique – especially through artificial intelligence – has established itself and is changing the world in recent years have an effect on the way in which we need to look at business planning. On the one hand, the progress, of which technique is becoming the protagonist, allows for more accurate forecasting models; on the other, it makes the environment more changeable and the planning activity elitist. Furthermore, the accuracy of the estimation models, however great it may be, is not able to provide an effective knowledge of tomorrow. These aspects are particularly important for the top management of a public institution, which needs to make the strategies by understanding the signals that come from the environment, in an era which appears more complex than all those that preceded it. To succeed in not making mistakes in their strategies, top management needs a suitable way of interpreting technique and its relationship with business planning. This essay attempts to provide it.
