The aim of this article is analyzing the innovation of smart contracts in public administration. Moving from private sectors such as finance, media and insurance, smart contracts, based on blockchain paradigm, is a competitive factor in virtual market where stakeholders share outcomes and data. First, the article considers that the Italian governative contest is pro innovation and includes since 2017 the Plan for digitalization of public administration according to the European mainstream. Second, it speculates how the Italian normative model could transpose smart contracts highlighting that digital innovation supports e-procurement and new services in public administration. Third, many different advantages can be produced by the automatization of contract for public sector in both economic and legal levels: accountability, transparency and creation of instruments against corruption and maladministration.
