Scuola e sviluppo, il capitale umano al centro: la lezione del Covid -19

Abstract
La pandemia ha riposto la scuola al centro del dibattito dell’opinione pubblica, lasciandone emergere tutte le difficoltà organizzative in una fase di straordinaria emergenza, ma anche mettendone in luce le problematiche cumulatesi nel tempo. Molta enfasi è stata posta sulle modalità organizzative per il rientro in sicurezza nelle aule scolastiche. Minore attenzione è stata posta nella fase dell’emergenza al rapporto tra educazione e sviluppo, cioè al nesso fra modalità organizzative delle strutture educative e sviluppo dell’economia nel suo insieme, che implica necessariamente una prospettiva di lungo periodo.

This article explores the complex relations between education and development. The recent economic literature discusses two main approaches – the “Human Capital Approach” and the “Capabilities Approach” – that comprise the new economics of education, stressing the role of public investment in education as the main driver of economic and social development. The severe fiscal crisis Italy faced between 2009 and 2012 resulted in considerably curtailed public expenditure on education during the critical years of technological change. The outcome was a further broadening of the Italian school system’s historical gaps and internal disparities – all to be exacerbated by the Coronavirus pandemic. Thus, a proposal for relaunching the post-Covid Italian economy is rooted in an articulated programme of action to reform the national school system
